There is not much you can do to tweak your upload. I think that lobo has an upload tweak but i'm not shure. I think it has something to do with the defaultsendwindow. Do you have cablenut installed You can go to http://www.broadbandnuts.com/software.shtml to get it.

as far as your upload speed and how fast it can be is realy up to your ISP and the cap they set. it sounds like the tech person told you in not so may words that that speed is within there capping level.
but that may be the max speed of the cap, so you need to have your computer config. to work at its max speed. the tweaks you have done so far do this. you just now need to find tune it to you connection. I say stay with cablenut to do this, it make thiis fine tuning a lot faster, easyer and it let you set your own levels. unlike patchs.
