can we increase my upload speeds any?
im only getting around 25Kbs
my isp does not guarantee any upload speeds at all
only that i can upload and im capped at 256kb

Your doing ok, The max you would be able to get is 32KB. There is nothing you can do to speedup uploads.

they DO NOT GUARANTEE any upload speeds at all only that i can upload i already had a tech tweak my settings
