I'm guessing you have a SBLive!...correct? Ditch it and get a new one. It's based on old technology that hasn't been updated in a couple of years. I was a die hard SBLive owner until I bought the Santa Cruz from Turtle Beach. They are about to release a newer one also. You might even try the Philips Edge.
I was having similar problems as you and a few more that disappeared as soon as I replaced the SBLive. Take a look as a few soundcard newsgroups and you will see what I mean.
And I have heard many people say "it works fine in my system"...well good for you. Creative has pretty much given up on the SBLive. Look how long it has been since they updated the Win2k drivers. Almost a year and a half. They already have our money and keep repackaging the same old card with a different software bundle and charging more for it. Sorry for the little rant.

I had a problem very much the same after installing my 2 nd NIC and tried switching locations on the motherboard didn't help.
But I have used this a few times and it works everytime......
Remove any SB devices in your Device Manager and reboot, if there was a conflict it should take another IRQ .
My problem was in the Dos Imulater.
