Click here. Then copy and paste everything but your IP Address. The advanced members will tell you what RWIN to change to. The link also gives you good values that might work with your current MTU (after you click check connection). I'm not going to tell you how to get to your registry because I don't want to be responsible for you making a mistake. But if you know how to get to it, that's great.. Just click the link above, copy and paste the results (remember, not the IP Address), then you let the professionals do the work. And yes, it usually speeds up your internet.. it's a tweak.. most tweaks do that

TCP options string = 020405b40103030201010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which is equal to MSS.
Default Receive Window (RWIN) = 256960
RWIN Scaling (RFC1323) = 2 bits
Unscaled Receive Window = 64240
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)
bandwidth * delay product:
Your RcvWindow limits you to: 10278.4 kbps (1284.8 KBytes/s) @ 200ms
Your RcvWindow limits you to: 4111.36 kbps (513.92 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 49 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349)= 00000000

Change RWIN to 373760 and see if that helps use this tool too do that, you change RWIN in window that says Tcp recieve window:
Download lastest version of Dr. TCP from http://www.dslreports.com/front/drtcp.html
This is just a shortcut to your registry.
1.) Select your adapter
2.) Window Scaling- Yes
3.) Time stamping - No
4.) Selective Acks - Yes
5.) Path MTU Discovery - Yes
6.) Max Duplicate ACKS - 3
7.) TTL - 32 -64 (Nothing to do with speed
Click Apply button at botton and reboot for it to take affect.
8.) Blank boxes only mean default value is being used
9.) Do not change numbers in these boxes unless you know what you are doing.
(Play with it until apply button lites up, then click it)
