Router and switch

I am planning to network an old desktop to my laptop which is running win98se, blackice and cable connection thru roadrunner (dynamic IP). Will the linksys router with 4 port switch work on this setup? My ip are changing by the isp every couple months, do I need to manually configurate the router to work with the new IP?
