Help using the IRC on a client with a WIN98SE server

I have been trying to figure out how to use the IRC while as a client of 192.xxx.xxx.xx on the main server of 24.xxx.xxx.xxx both running win98SE. And I am using @home. Any ideas on how to do this with ICS? Please sort of explain in detail if possible. Thank you.
