CL will tell you that they promise speeds UP TO a certain speed (in your case 10 mb/s) and then give you a lower speed. My area is supposed to offer 10 mb/s, but only get up to 4 mb/s. They claim it is due to lines in area, but people 1/4 mile away use CL and are getting around 20 mb/s. I have actually burnt out two separate modems with CL, hate them, but only alternative is satellite--which I don't like bandwidth caps and cable hasn't entered my stretch of road yet.

The speed that your DSL modem synchs at depends on the line, how noisy it is and how far from the TelCo. Noise spikes can reduce the speed with DSL as well. Protocol overhead is 15%+ with DSL as well.

Still, if you are only getting 4Mbps, you shouldn't be paying for 10Mbps.

I tried CL for a couple weeks or so a several years ago and I couldn't wait to get back to Charter broadband. CL had all kinds of problems and their tech support was the pits,. Long wait times on hold and advice that did not fix the problems. It was a real nightmare.
