I would start with the USB Wireless LAN card, do you have a wired client, or one that doesn't use USB (mobile devices, for example). Are wired clients getting the same speed ?
What is the underlying technology of your Internet connection, e.g. cable, fiber dsl, etc. ?
How are you measuring the actual speed, speedtest.net / speedguide.net speed tests or something else?

my PS4 is wired and it's getting a varied speed from up to 55mb. I just ordered a nic 10/100 nic card it will be here on sunday. I'll post the results once its installed.

Yeah, if feasible, you will probably get much better results with a wired Ethernet NIC, many of those USB WiFi adapters are slow and inconsistent.
