Did anyone here knows what is the port working in the philippines?

Or is there anybody knows some kind of port scanner that could probably works in a country?

Ports are not country specific, the same port scanners work regardless of geographic location.

Oh I see,, one more question paps, do you have any idea of an application that scan working port? Or any method of scanning port? thank you for your reply.

It depends whether you want to find open ports on your computer, or someone else's computer.

In Windows, there are a couple of simple commands you can use:

You can also use a remote port scanner to probe your open ports: http://www.speedguide.net/scan.php

Nmap is the port scanning tool the pros use: https://nmap.org/ It's free and extremely powerful. Careful you don't get yourself in trouble by knocking on the wrong doors though...
