What exactly does this mean?

Speed @ 24% of the average for cable.virginm.net

Does it mean its only 24% of the average or over 24% of the average?

It means exactly 24% of the average speed from all tests with that hostname.... i.e. 76% of the tests were faster than that result, 24% were slower.
