I'm with ping High in games, but In test sites it shows that the normal is sometimes the ping is low in game but it is with high ping / delay :( :(

Your packets seem to be limited to 1472 bytes, are you useing an ADSL connection ?
Your latency/ping is not that great in that netalyzr result, you should probably try to run traceroute to determine where the latency increases:

Start command prompt an run:
tracert google.com
tracert speedguide.net (or just substitute with the game servers you use)

You may want to change your DNS servers based o that report you posted as well, try using Google's for example (they are 8.8.8.8 and 8.8.4.4). This will not fix your latency issues, however.

I use optical fiber, and my tracert is blocked, try to run but I can not :(

You may want to install some alternate traceroute software that uses TCP instead of ICMP... Here is an example: http://simulatedsimian.github.io/tracetcp_download.html (also requires winpcap library)

Seems your ISP is using cheap backbone bandwidth, the latency increases through Global Crossing (they have some history of providing cheap low quality bandwidth).

I don't see anything wrong on your end that you can tweak, except possibly to try different ToS settings (if your ISP allows them through).
