just wanted to know which (and why) is considered the best? AISB has over 70 tweaks

The TCP Optimizer tweaks all related TCP/IP settings, and is completely free. Auslogics is a company that sells software, seems that program does a number of other generic things, like defragment your HDD, etc. it is not necessarily as focused on boosting internet speed and not as advanced in what it can offer as far as TCP/IP tweaking options.
