At first i want to apologize for unreadable stuff, I'm not a native english speaker so my grammar sucks af.
So I am pretty much done with my provider.
Just as the title says, when I'm down/uploading my ping is above 300, some services are unreachable, Teamspeak and real-time games are impossible, besides to that my ping is also very inconsistent (but not so high as I up or download) and I often experience disconnects without down- or uploading, while my Router/Cablemodem are still reachable.
My provider doesn't seem to care, i phoned, i tried the help website, but they can't find a problem on their side or the modem, so they blame my router or my network card.
A few weeks ago the old modem died (Motorola SBVN 5121e) and they replaced it with a Thomson TH540K, I hoped my problem would be solved, but still... Believing the lies of my provider, i bought a new router too (TP-Link WDR3600, the former was D-LINK DIR 615), it manages the incominf ups and downs of the different devices more efficiently, but thats it.
So a friend was over and the exact same problem, different ethernet cable, different network card.

I have done two tracerts (one with, one w/o upload) speed- and pingtest. (see down below)

I hope somebody can give me help or hope, because all my ****ing provider can do for me is recommending TCP-Optimizer, which didn't really help.

My specs in general:

OS: Win 7 x64, Also 4 android phones and another Win7 x64 Notebook
Provider: Kabel Deutschland (Germany) 32.000 Down/2.000 Up
Devices: Router TP-Link WDR3600, Cable Modem Thomson THG540k (connected via Ethernet)
Things tried: replacing Modem and Router, updating their respective firmware, TCP-Optimizer, confronting my provider with my problems

When you fill over ~80% of the available upstream bandwidth, you will start experiencing high latency, that is normal. The only ways to fix this on your end is either:

1) Limit the upstream speed at the router, so that you don't fill all available bandwidth and there is enough left.
2) Use some type of QoS at the router, so that VoIP/Gaming/Browsing traffic has higher priority than file transfers. This should only be enabled with fast/newer routers that have enough CPU/Memory.

Newer routers have better prioritization depending on type of traffic, but it is not always turned on by default.

Ultimately, you can't get better internet speed/latency than your line, but the above should help a bit.

I tried to limit my up- and download speed, the same thing is occuring.
Many people I know have the same provider in my city (it's a very big one) and they don't share the problem, the friend which was over was very suprised about the problems, because he can download at fullspeed without experiencing any problems. He has the exact same provider and 32.000 down and 2.000 up too.

Well, your second speed test indicates very slow upstream speed, if it varies that much you are experiencing some type of congestion/problems on the line.

1. Try separating your cable/dsl modem from the wireless router at least half a meter to reduce EMI (interference).
2. When you are experiencing such slowdowns/congestion, do a tracert to your ISP or google, and show your internet provider the trace, you can also post it here. If the spike in latency is in the first couple of hops, it is probably your ISPs problem.

I limited on purpose, to test my ping even on low upload values.
