Downloads and streaming stopping

I am using my university internet service on an ethernet connection. Recently on youtube and other video streaming sites the video loads to a certain point then pauses and does not load any further. My browser does not seem to be the issue as I have tried downloading installing google chrome from the package and even firefox and they fail to download the file completely. It affects the skype updating as well. I have made tweaks before using avg internet optimizer and tcp optimizer from this site. MTU is correctly set to 1500. The problem still exists even when I use wifi. down/up speed is 9mbps from speedtest.com. Sometimes pauses on that site as well when I am performing a test. Bandwidth is unlimited according to my ISP. I have tried resting back to default windows 7 settings to no avail. I suppose I need to test it from another ISP to get a better picture. Just wondering if anyone here might have any suggestions.
