What does your upload test at on the speed tests?
CS servers seem notoriously hungry for bandwidth, especially if the client "rates" are set high - may want to check into limiting the rate on the server.

I limit rates to 5000. I can upload around 1300kbps, or 160KB/sec.

I don't have uncapped cable, but my upstream is 850 kbps, and I was having the exact same problem. Didn't matter how many people connected their pings were extremely high. Never did figre out what was wrong.

How many people were conncted before it lagged?
Im thinking of gettign a 3com 905btx nic card, its better for servers.
