Decent kbps but very bad ping

Here is my system:

p2 400
128 ram
win 98 se
sprint/earthlink dsl
Speed Stream usb modem

When it was first installed the my speed was around 333kbps and my ping no less than 200. I performed all of the tweaks to the registry I think. Then the speed whent to 426kbps(This is what the tech got when he tested the line) still the ping is no less than 200. On the techs laptop the pings were 50. What to I need to do to my system to get the ping that I need.

In bouncer's "article" he begins to mention ping/latency but gets away from the topic.

Any help would be great.

i "think" downloads and online gamming are two different animals. i have what i think are decent downloads at 90KB/per sec but my pings are no better than 200 + - but also my pings to my isp suck because they are in california(backhual) and im stuck in michigan my ms/or pings are 160ms+. so i ask that you ping your isp and post the results, id like to see if there is an pattern.because my isp did all it could to fiqure out the slow ms to no avail and now im switching isp hopefully this week.so im kinda looking foward to it.I had the new isp ping a customer in my city and it was 7ms (backhual in chicago)mmmm only 150ms faster.dont know if this helps, covad says distance to isp and co are things to look for when getting dsl for online games also i emalied john navas and he said i would be a huge difference with a closer isp so i spent way to much cash cancelled one a joined another if this doesnt work im going to move
