Why do some TV shows have a black bar running at the top and bottom of the screen causing the tv to not use the full screen?

the only time I get the "letterbox" or black on the top & bottom is on some DVD's.
I never get that on any of the HD channels i watch on cable.
I suppose certain movie channels could broadcast in letterbox,but I don't use any pay movie channels anyway.
It all depends on the aspect ratio that the movie/broadcast was shot in.... Which is not necessarily 4:3 ot 16:9. Movies shown in theatres are usually shot in even wider format, either 1.85:1 or 2.39:1 for example. Displaying such movies on your 16:9 widescreen TV will have the horisontal black lines (unless the image is zoomed and the sides cut off, or stretched somehow to fit your screen).
If the broadcast is intended for TV as you mention, and shot in 16:9 you should not see horizontal black lines on top/bottom. You should be able to adjust it with the zoom/full screen/letterbox/etc. settings on your TV. Some sets may not be able to post-process/zoom HD channels.
