cFosSpeed has anyone used it?

Hi. I recently came across this program, cFosSpeed, which is supposed to optimize and speed up network traffic by, and I quote, "means of Traffic Shaping. Traffic Shaping is a method for optimizing the Internet traffic. It allows maximum speed while ensuring minimal Ping. You can use cFosSpeed with a router and/or a DSL-modem or cable-modem".
Has anyone here used it? Is it any good, does it provide a noticeable improvement? I have a 3 Mb cable connection that I use mostly for P2P downloads. Any feedback would be appreciated.
