I'm not behind a router and am not running a firewall.
Which brings up another question.
If I do run a firewall can I still run an FTP server, web server and Quake server?
I don't know of a way to close ports without a firewall/router. If you get a software firewall then you can close them for dial-up also. Yes you can still run servers, you will just have to open certain ports.

I would like to know if there is any way how to change ports.
For example i would like to change my pop3 port which is 110 to another for example to 21 which is used for ftp.
I think you would more or less have to change to a mail server that use FTP. Their are a few out their that do. I have seen them at www.moochers.com and Cnet. GoodLuck! I think pop-servers only use port 110. You could check into it,but I would rather think you would have to as i suggested in the begaining. Hope this helps you!
