Help Me to Maximize my 3,2 MBps..

Hi, I live in Indonesia.
I have an EVDO internet connection.
My ISP Smart Jump, it promise 3,2 MBps for Donload and 384 kbps for Upload.
But if I download a file with my default browser downloader (such as Firefox) it will limit the

download speed to only 30 KBps. But if I use IDM then it can reach 3,2 MBps.

I want my browser speed and download to be 3,2 MBps as like as it promise to me. Especially when

I try to watch youtube online, it can't give me a good speed. Can anyone help me?
