Counter-strike CHOKE, please help.

Hello guys.

when im playing cs 1.6 i sometimes get choke, mostly in spawn when the whole time are at same place, then it can raise up to 10-15 or just when i meet the enemy it raises, but not that high, so i used TCP Optimizer, because i thought that maybe could fix it, i go into the program, select my connection speed, press "optimal settings" and restart computer. i started cs up. and now in spawn, it can raise to 20-25! what have i done wrong?
my rates in cs are:
rate: 25000
cl_updaterate: 101
cl_cmdrate: 101
ex_interp: 0.01

and my connection speed is: 10/2 mbit. and isnt that enough for cs 1.6?
hope u can help me to maybe get it lowered.

ok, i found out that u shall not use tcp optimizer in windows 7. but is there a way i can lower it anyway?

Ok so for choke are you refering to ping or what?

I'm not a counterstrike player.

nope, there is ping/latency, choke and loss
