Having stupid problems with getting my built in memory card reader to work (plugs into mobo) so I went out and bought a USB card reader and i'm having this same weird problem. The device connects fine and is recognized by windows and all the different drive letters show up in explorer. As soon as I put a memory card in the reader and click on any drive letter, explorer completly freezes until i pull the card out at which point it says "Please insert disk into drive X".
Went into safe mode and uninstalled everything USB from the device manager, unplugged built in memory card reader from the mobo and still having problems!
So I went to check and see about a possible IRQ conflict and omg there are like 10! (See pic below). I cannot change the IRQ setting because "Use automatic settings" is greyed out (see pic below).
With APIC enabled (in the BIOS) you'll have up to 24 IRQs that can be shared. APIC was designed for better IRQ sharing, and it's supported by Win 2K or higher.
Prior to that, with Win9X, we had ACPI BIOS, up to 15 IRQs..and sharing was more of a potential conflict with that, although you could manually force IRQs around.
You can try disabling APIC support in the BIOS, but honestly it's a feature I'd leave.
I suppose what I'd try first....update the BIOS to the latest version, and try installing the latest motherboard/chipset .infs.
