He's just pointing out that the killing of retards is bad and somehow the experimentation on retards is a good thing.
so if experiments are a good thing, then we must stop killing the retards which is a bad thing. So in a roundabout way it seems like he's saying that we should just continue to experiment on them instead of killing them. (could be completely wrong though.)

A bit vague. But is all this: "unconscious state, our energy, our "feel" and possibly even more", derived from the brain or not? My question is; if the brain is replicated will it produce a soul? If it does not, then do we take this as evidence of a soul external to the brain?
