Counter Strike 1.6 runs like crap, source doesnt

My counter strike / tfc classic runs like crap, every time I am in a game I am moving and it seems like I am in place and not moving for a second then continues to move. So basically I am running - stop for a second - running continually.

Source runs very smoothly and has no problems what so ever!

I tried changes in console my rates/uprates/downrates etc... I tried changing video settings (OPENGL different resolutions/map detail levels) nothings works. Netgraph doesnt show any spikes in my connection at all.
