About 90% of your rated speed is the best you can do. Have Qwest 1.5 Mbps service, after Optimizing went from 1210 Mbp or less to 1340 Mbps on three older computers, ME, 98SE, and an XP. Optimizer doesn't work with Vista because of Autotuning, but using the tweaks here I added about 30 Kbps to my speed so it is running abut the same as others.
So do as mccoffee suggested and try the SG Analyzer. Also run and post a tracert to yahoo.com. Other useful information would be the name of your ISP, make/model of your modem, computer make/model, and how you are connected to the modem.

Try thease in the optimizer your mtu is off by using 1500 I'm hoping ur mtu would change to either 1480 or 1492 which is slowing you up. Apply changes and reboot post another analyzer.

General Settings tab:
Custom settings - check

network adapter selection - your NIC
MTU - 1500

TCP Receive Window - blank

ZOOM ADSL X5
I guess your modem causes your MTU limitation !

Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1460
TTL - 64
Windows Scaling - uncheck
TCP Receive Window - 34080
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 10
LocalPriority - 5
Host Priority - 6
DNSPriority - 7
NetbtPriority - 8
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768

modem isolated............like to revert back to the original question....

most 'speed' test i run [when little or no congestion] [i have already run the traces and given to my ISP ref. congestion] runs up to near 1280kbps on the dload and 128 on the up.............currently the up is set for 128kbps...my down is
suppose to be "up to 1.5Mbps"...really curious that i seemed to be limited by..??
something...???...at or near 1280..........thoughts!!
