BT Broadband - Ultimate All Time Slow Speeds

Been with O2 now for about 4 months, and the speeds have just gone from bad to worse :(
I can hardly play online games any more because of the lag I am getting.
I have tried everything to make it better that I know how (TCP optimiser, Virus Checks, Spyware checks, clear caches etc etc) but it just keeps getting worse... and the worst thing is we pay £18 a month for this load of crap

Has anyone got any ideas as to what is wrong or how we can improve it?

High ping times during the peak period of 6-9pm. Ping times went down to 140ms after 10pm and very low ping times at 8am and 1pm. This infers that your ISP's network is oversubscribed. Their limited capacity is being shared by too many users.

If you wish to discuss these results please contact your ISP.

after the test as run post resault,i had this problem with the ip line profile at 3000kbps so i moaned and thay put the ip profile up to 6000kbps
