In China, can my connection be tweaked?

Hello,

I am wondering if its possible to tweak a connection in China. The ISP is Chinanet, seems that ping times are pretty high, but the speed seems to be ok at times.

Sorry, that information should have helped.

Apparently its meant to be 2gb down, not sure on up. But the thing is, my dl speeds can get up to 350kbps.
