Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1420
TTL - 64
TCP Receive Window - 63480
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - uncheck
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 10
LocalPriority - 5
Host Priority - 6
DNSPriority - 7
NetbtPriority - 8
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0

trogers
when i change my tcp optimizer setting, i cant access internet, i can connect, i got 'sent' internet activity but do not got any 'received' internet activity
i need to run winsockfix, so my tcp optimizer all change to default, then i can access internet, but very very slow
i have tried more than 5 time to setting, but the outcome is same, internet cannot access
how to resolve it?

TCP Window is stuck at 5840. If Winsockfix is working, it should be reset to default of 65535.

Are you using Karpersky antivirus?

nope, im using avira free edition
actually last night i know that my network (celcom broadband) had problem (mayb maintainance issues)
many people (not all) facing same problem like me
who has ip 203.82.xx.xxx got this same problem
now waiting this problem settle first, then im trying tweak again

Rerun the Optimizer. When done correctly, TCP Window should become 64400.

how to change TCP windows to 64400? everytime i click uncheck Windows Scalling it will change to 65535

uncheck Windows Scalling first and do all setting that Trogers recommend to you...

Much of a stable and good speed with cell phone internet lines depend on a consistently strong cell phone signal between you and the tower. You can try placing an external antenna to get good reception.

Rerun TCP Settings that trogers gave you, when done correctly , your TCP Window should be 64400.
