The TCP Settings are correct.

Post your speed at Singapore server and several servers near by.

Hello Angelinedev..

1. That's the nature of an internet connection over a mobile phone line. Much depends on your distant and clear line of sight to the cell tower and the clarity of the airwaves.
2. What Signal do you got on your Mobile Connect dashboard and how much signal bar?
3. At the tray icon you can see Status HUAWEI Connection, double click this and see the Speed: ?Mbps.

If you are experimenting, after ever change you should also do at least one speedtest to see if it is any different. Probaly run three speed tests and compare them.

If I were doing this, I would test at least two times at each TCP Window setting at different times of the day. Once when there is low traffic and once when there is high traffic volume.

Record: Time of day, TCP Window used, and Speed tests results.
You would probably also want to check the TCP Analyzer Results to see if they change.

To do a tracert : Start > Run > type cmd > Type tracert yahoo.com > when completed > right click > Select All > Paste into the Quick Reply box in this forum

My average download speed after 3 tests was approx 1500 kb/s , my IP max is 3.6mbps.Should i keep my TCP window at 256960 or 513920? Is there an improvement for the tracert?

As you can see the 'Request timed out' in the tracert, that's the nature of mobile phone line connection. Show your ISP this tracert and see if they will help !

I'd use 513920 for TCP Window value.

Just one last thing, yesterday i used cablenut and followed the tips on the numbers that should be keyed in,ever since then my connection speed has been freaking slow. So after i reboot and opened cable nut clicked on the option delete registries and reboot again, but its still so so slow,is it just coincidence ? or is there other options i need to delete or change?
