How do I go about setting both of those up for sending and receiving plain text emails only? I want html disabled and only needed when required.

Go to account settings, select the "Composition & Addressing" preference page, uncheck the option "Compose messages in HTML format".

For outlook express Go to Tools > options > Send tab and under "Mail Sending Format" choose plain text.
