Hello, I have a DSL connection from PLDT here in the Philippines. The advertised speed is 384kbps. I usually get 260-270 on speed tests (I seem to be having trouble with Noscript and the speedguide test sites). I'm running Windows XP SP2 behind a router. I tried the optimized settings on tcpoptimizer but it seems to have made no difference. My tcp analyzer results:

Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1500
TTL - 64
TCP Receive Window - 32120
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2

Windows Scaling - uncheck
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80 or 136

Then select "Apply Changes" and reboot to take effect

Thanks, I changed the settings but after a few tests I still seem to be getting the same results. Does the location of the modem and router have a big effect? The modem is sitting on top of the PC case while the router is on the desk beside the monitor. How many kbps can I squeeze out of placing them somewhere else?

Yes, and check for coiled cables or spyware.

Where do you recommend I place the modem and router? Their power and signal cables aren't coiled but this PC sits beside another one (turned off for speed tests) and there's just a mess of wires and cables. I'm pretty sure there isn't a malware infection. I scan regularly and the firewall (Comodo) connections don't show anything suspicious.

Turn your modem off, and relocate your modem a few feet away from all other electrical devices. If you do not have any space on the comp table, try placing the modem on the floor.

I tried moving the modem and the router and my connection slowed down. Probably a coincidence, though. Now I'm getting between 200 and 250. I'll observe for a day or two before moving them back to their original locations.
I remember when we first got DSL in July I was getting 340kbps. That was without a router, so just to see I connected directly to the modem tonight. Made no difference. Speed's still in the 200+ range. Anything else I could try? Would replacing phone cables help?

Connect your comp through the router and do a tracert to http://www.yahoo.com and post.

Are you using a wireless router? If so, there may be interference over the airwave from some electrial equipment nearby, eg. cordless phone or energy saving lamp, etc.

Yes it is a wireless router, but this PC has a wired connection to it. Does the tracert look ok?

Relocate the router till all 3 ping times at hop 1 are <1ms.

lets try a few things
1st) you said you have a cable to the router from your PC
Log into your router and turn off the wireless option.
Reboot the router and test it see if you get and improvements.
2nd) check the cable going to your router and see what is printed on it
looking for Cat 5 or Cat 5E if it below Cat 5 get a new cable.
same goes for the cable from the router to the modem.
3rd) test with your firewall on and off that includes antivirus programs
spyware programs Ntunes all that stuff turn it off and see what you speed is
see if any of these thing make a difference

Update: Seems there was an ISP configuration problem. Our connection was down for a few hours, so we reported it. When it came back up I was getting up to a hundred percent of the advertised speed. Thanks for the help!
