Is regcure spyware?

I have seen this installed on two co-workers PC's.

Why its on there I have no idea. It's not likely the are technically sound indviduals that can fix their own PC problems.

No it seems fine, not sure its that great of a progam, but its legit at least.

I've submitted it to Avira and they said it was clean, but I think it's a useless program.

Oh I agree, it is useless and why they have it installed on there PC is beyond me.
