It's just showing other updates besides XP3....
.NET Framework is not needed unless you install some software which requires a minimum version of it. Most software out there, if they require .NET Framework, only need 2.0....not many which require 3.0..and I haven't seen any at all which require 3.5.

Microsoft faults OEMs for some XP SP3 endless reboots
http://news.idg.no/cw/art.cfm?id=DDB415 ... E5E90D0CBEMicrosoft Corp. blames computer makers for some of the problems users have encountered after updating to Windows XP Service Pack 3 (SP3), according to a company support document.
The document also showed that the "endless reboot" problem some users have reported after installing XP SP3 was neither unanticipated or new; Microsoft updated the document the same day it released the service pack, and indicated that the same thing happened nearly four years ago when it rolled out Windows XP SP2.
Knowledge Base document 888372, last updated May 6, spelled out an error message that stops a PC's boot process -- and, depending on the machine's settings, may make it repeatedly reboot -- after installing SP3. The fault, said the Microsoft document, is in the Windows XP image originally installed on the PC by the computer manufacturer, or OEM.

If you are still having problems, Microsoft is providing free technical support for SP3 installation and compatibility issues. The details and further discussion of SP3 can be found here:

I did sp3 for the first time last night. Usually I run autopatcher, but I only had the core to aug 07, so I dwnld'd sp3 to disc.
Anyway, I install net framework. After I did sp3 I went to install office 2k7, but found I couldn't install any net programmability support. Threw on 2.0, updated that to 3.0. Everything fine now, no other issues w/ sp3.
