Try emptying your browser cache 'n temp files
If you ping [url]http://www.picable.com....do[/url] you get replies?

try to change your DNS in your network settings, with others from other ISP provider or set your router as your dns and test

Try the DOS ping command to this URL. If you can ping this site, the problem is not the DNS server.

If upload speed is still low after scanning and removing spyware, try searching Google to see if your signal device needs an updated firmware.
