mirc is the most popular, but i donno about the best.. i'd put 2 and 2 together to say mirc was the best since it was the most popular.

i use mIRC. From what i hear its the best.

Yeah, for windows, mIRC is probably the best out there... I use Xchat under linux - it ROCKS!
