Simple Firewall w/password capabilty

I am helping someone who is looking for a solution to make the computer unable to surf the net, unless he enters a code or password.

I figure a friewall, something like Zone Alarm, where you can disable the internet, would be the best solution. Except, I know the free version doesn't have this capability.

Can anyone give me their recommendations on what program I could use for this? Or any other solution that is different than what I am thinking.

Thanks, but they are really looking jsut for ability to shutdown the internet or open it up. Most of the time it would be shutdown. Only opened up for maintenance, looking for updates, etc. Do you still think a filter would be better than a firewall where access can be turned on/off via a password?

What you need is a firewall with password protection. Try Sygate ver 5.6.2808 from
http://www.oldversion.com/program.php?n=sygate
This firewall works with WinXP. When password is set, it's required to change status from "blocked" to "normal" to "allow all" and can also block exiting from application if extra box is ticked.
This setup will do what you want.
