If the 80 for IP ToS remains at 32, it could be due to your ISP overriding it. Thus, just leave it at 80 in your registry.

Check your IE browser's history setting to see how often the history list is cleared. You may also have set some security software (or Window or IE Tweak program) to clear the history list too often? Mine is set to clear the list when I exit the browser to prevent snoopers knowing about my surfing habit.

Test your speed at this link using a few test servers in differing direction and distance:

The speed test results shows consistent upload speed and latency.

Download speeds varied much, with all results higher than your ISP given speed of 1.5 mbps (except one to Pakistan). I suspect the variation in speed is due to inconsistent power boost settings in your ISP's network and not any problem at your end.

So eveything looked good?

What about my Laptops performance? I wonder if it needs a deep clean utility insatlled like interneteraserpro, or f it is running efficiantly.

Is there a way to test this?

Any other suggestions?

Try increasing RWIN with the following to see if you can get higher power boosted speeds:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 64240
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - uncheck
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

Follow the tips of this link to scan and remove any spyware/malware. I do scanning once a week to keep my comp clean:
