Counter Strike Source Packet Loss

I just started playing counter strike again whenever I have some down time and since I have moved I have noticed that every 20-40 seconds I will get minor packet loss makes me freeze for a second then everything jumps back to normal. I have messed with rate cl_updaterate and cmdrate pretty much everything I could think of. The thing that really pisses me off is that I am paying extra for the damn 8mb/768 cable and so far it has been sub par. I am at work right now but when I get home if it will help I will post my SG analyzer. Oh and I will be playing it on my PC and my roommate plays it on his laptop and we will get the loss at the same time. So if anyone has any Ideas let me know.

I will also do a ping -t to random servers and nothing has timed out yet I will get an infrequent spike to mid 200 but that the extent of that.
