my modem is a D-link USB 210 (i also own an ethernet modem by Netgear) and both display the same problem, i have only 1 computer at home.
i am on ADSL 1024/256k unlimited, in my house i have only 1 telephone connected through an ADSL filter anyway. no Alarms, no nothing.

The problem:
i used to get 110kb/s download, now i get 80-90kb/s, the reason i get this speed is because the modem for some supernatural reason is DOWNLOADING all the time including when i turn off my pc.
for example in the modem there's the ACT Led, when im not downloading the led would be OFF and flashing occasionally every 5-10 seconds, now it is a steady Green (as if downloading) and stayed that way since monday, while the led is like that any speed test or download dont exceed 90kb/s.
i disconnected the USB D-Link modem and put on the Netgear Ethernet modem and the same problem happend.
i have turned off the computer completely and the modem even though it is in Sync it is still downloading, if it was a Trojan or Virus it would happend with my pc ON and inside WindowsXP. but no, this happend even with the pc off!
i checked a few things in the modem stats and noticed in the window showing the ATM Counter there is something called CELLS DROPPED and noticed it is dropping 500 Cells every second, before the problem happened i used to get 10 Cells dropped per second.
this means i am receiving a HUGE amount of cells.
called ISP, line check, rewired phone, connected modem to the 1st socket (and with all phones disconnected), nothing changed.
i am 24/7 receiving data @ 15-20kb/s (download) even with the PC turned off.
i wonder if this is a DSLAM problem or ATM problem or what?
i live about 1 KM from the exchange although line stats shows that i'm about 1.5km (route taken by the modem).
please help me.
