I Want To Use My Windows 98 Upgrade CD To Install On a Clean Hard Drive
While this technique calls for you to reinstall all your programs, the final
result is a faster and more stable installation. So dig out your old Win95 CD
along with your new Win98 upgrade disk and get ready to rock. This is how to
do it:
Make sure you have a boot floppy with CD ROM support.
Use this disk to boot to a Command prompt so that you can run FDISK and then
FORMAT your hard drive.
Insert your Windows 98 upgrade CD and type in the drive letter for your CD
ROM drive to switch to the CD. Note that if you boot with a Windows 98 Boot
Disk, your CD drive letter will be shifted down by one letter. So if your CD
drive is normally D:, it will now be E:. This is because the boot disk
creates a virtual drive (called a RAM drive) which results in a drive letter
shift. Don't worry though, everything will work normally, just be aware of
the shift so you don't think you've "lost" your CD drive.
Type Setup and hit Enter to start the Windows 98 setup. After the initial
checks and dialogs, Windows setup will tell you that it cannot verify your
qualification for an upgrade. Here's the trick to get around this: Take out
the Windows 98 upgrade CD and insert the Windows 95 CD for verification
purposes only. Use the Browse button to point to that CD. After a minute or
so of verifying some files on the CD, you will be prompted to re-insert your
Windows 98 upgrade CD and you can happily continue now with the setup. You
can also use Windows 3.1 floppies with this procedure.
Note: This procedure does NOT work with the Windows 98 SE update CD that is
available for $20 from Microsoft as it does not contain the entire OS, just
the updates.

I need to reformat my drives. I'm using an upgrade from 95 full to 98 upgrade. I own both disc's.
I know there's a way to just do a full install from 98 instead of installing 95 and then upgrading 98. I can't seem to find that info anywhere.
Could someone steer me in the right direction?

I was able to do a full install of Win98SE off the upgrade CD from a set of Win 3.1 floppies....When the verification screen came up, I just pointed top the A:/ and fed the disks it asked for. You just gotta love it..

I have heard of it but never tried it. I guy I use to work with would just install one file off his win95 disk. Then install the upgrade. He had at one time told me of the file. But I do not remember. Well any why I my self perfer to use a full install. I bought the win 98se upgrade for my sister from microsoft . It seem like it was geared more for networking. The book that came with gave some good tips for networking. It work fine for her.
Have 98 on #3 [ the one that folks use when they come over to check their webmail, etc. ] It gets Crashed now & then, will try install from Update disk, next time, and the next, and the next...
A couple of suggestions for upgrading to win98 from 95. I used to use this in the field and didn't experience any problems and didn't have to re-install apps, etc.
Rename the win.ini and win.com (ex. winini.old & wincom.old) and when setup asks what directory to install to change from windows.000 to "other directory" and put in the default windows path.
That should do it.
Installed 98 from an upgrade disk many of times. Never had a problem. The disks are basically the same, there are a couple of cab files missing on the upgrade disk but to tell the truth I have never had to extract any files from them. Now if you have an upgrade disk from a pc manufacture, then in some cases yes you do have to install 95 then the 98, but if its a microshaft upgraded then just stic the cd in and install it. It will ask you for your qualifying disk, just swap disks and your off and running.
