how do I prevent programs from starting when Win 98 starts?

try start\programs\accessories\microsoft system information\tools\system configuration utility\startup & uncheck whatever it is you don't want!

MSCONFIG would be your easiest option.

it is msconfig only with a checkbox to make it easier to use.
