You are in India. You may have mistaken KiloBytes (KB) for kilobits (kb). Broadband would not have such a low speed close to dialup modem 56 kbps. Who is your ISP? I believe you may have 64 KB/s which is equal to 512 kbps.

Speakeasy websites are in the US. It is not surprised for you to get only 60 kbps download as your signals have to fight through congestion traffic at the international gateway router.

Use the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1500
TTL - 64
TCP Receive Window - 32120
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - uncheck
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 8
Max Connections per 1.0 Server - 10
LocalPriority - 5
Host Priority - 6
DNSPriority - 7
NetbtPriority - 8
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 136
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

EDIT : After reboot, go to this link and download the file for Aztech DSL Turbo 100. Note your file transfer speed after 50% of the file has been downloaded and multiply the result by 8 to convert KB/s to kbps:

Actually, he could very well have a 64 kilo bits per second service. This would equate to a single DS0 or a single ISDN channel.

P.S. - I'm amazed my account still works here after so long!
