When I use Intel Priority packet 3 with my Intel NIC, do I need to install the Win2003/XP QoS Pacjet Scheduler protocol in Network Connections? Or does the Intel operate on it's own?

The QoS Packet Scheduler is a useless protocol unless you are on a QoS enabled network, just uninstall it.

My network is QoS enabled. Router (and clients) actively supports 802.1p and WMM/WME...
So, is it necessary to use it when INtel Priority Packets III is installed and active.

I do not have an answer to your question, but do have a suggestion.
Set the value of your QoS to 0% and see if it makes any difference. This is similar to not using it.
