Broadband router w/QOS?

Is there a broadband router that has ability to limit access by Time of day and IP or MAC address.......as well as provide some sort of Quality of Service features to limit the amount of network capacity a particular user can suck up on a 100baseT network?

There are plenty of those. I have a Linksys WRT54GS, and it does all that, though the QOS is only for wireless, I think, and it can't limit the throughput of anyone.
