am using cable modem n also a linksys router.

1) does adding of router slow down my PC and laptop speed?

2) or does it depend on my internet provider only?

Technically...yes.
"How much does it slow you down?" Depends on your router....there are different quality routers...routers have CPUs and RAM...it's different for all of them. Certainly a little 49 dollar router would slow you down a bit more than some 300 dollar soho grade router.

For 2x PCs..you won't notice much on your Linksys..assuming you have a BEFSR model. Their BEFSX models were a step up..more powerful CPU and more RAM.
