PPPoE is for DSL Connections, Rogers Hi Speed uses DHCP to connect, the only DSL Connection that I know that uses DHCP is Verizon West (Ex-GTE), the rest of the Verizon network is PPPoE.

Rogers does not happen to be PPPoE, but could easily be if they wanted it to be. There are 4 Cable PPPoE testbeds in the USA, possibly 8 as we speak.
Many Wireless ISPs in the USA use PPPoE. Hum, they are not DSL.
PPPoE is an authentication method, not specific to any ype of broadband connection.
Rogers does not happen to be PPPoE, but could easily be if they wanted it to be. There are 4 Cable PPPoE testbeds in the USA, possibly 8 as we speak.

There are quite a few non-PPPoE DSL ISP's on the east coast. I use one for my home account, it's a bridged DSL from Veranet . I've setup several others for some clients also. You just set your NIC or router to "DHCP" on the WAN side, pretty much the same as many cable setups. No DNS name, no software needed, just pure DHCP.
