This may seem like a simple thing, but are you sure they're both being measured in the same units? As in, kbps vs kBps, bits and bytes respectively. Ok, I'm assuming that since your whole apartment building is sharing one internet connection that you all have private IP addresses, right? It could be that the router is trying to assign IP addresses from the same net or subnet as is already running through your building, for example 192.168.1.x ...

It probably doesn't show up in the router if the router was rebooted more recently than the computer. If you reboot the computer, it will most likely show up. My quick guess
Here's my guess: your wireless router and ICS are both trying to use the same net, 192.168.0.x to assign IP addresses. You either need to subnet it, or change one of them to use a different network, perhaps 192.168.1.x. Unless you know how to subnet, just changing the network is probably easier.
