I also live in NC and use the RR service there.
I've been informed that the caps in place are 2048kb down and 384kb up which is 256KB down and 48KB up.
These are the speeds i'm getting also so you are getting about the right speeds.

ok so i have SURFboard SB3100 cable modem and in the config manager on this ip http://192.168.100.1/ it says Baseline Privacy is Skipped while everything else is fine.Is this any reason to worry? is the modem dead?
