Hi bro there might be a good answer for you.
but it all depends on type of modem you have.
Does you modem have a build in router?
if so do you have access to the config of the router?
one of the thing that can cause jump in ping is SPI setting if it is enabled
it help to trun it off this will help ...

lets try a few things
1st) you said you have a cable to the router from your PC
Log into your router and turn off the wireless option.
Reboot the router and test it see if you get and improvements.
2nd) check the cable going to your router and see what is printed on it
looking for Cat 5 or Cat 5E ...

I used the full patch 1.3
and I did this a while back
I also reinstalled the patch last night
But still having a issue
I set all my video seting in the game to low at 1024 x 786
still i paly for a few and it crashes
