October 2015 Best CPU - Price/performance ratio

Hi,

I used to be interested in CPUs and HW in general, but this faded out few years ago.
I`m about to build myself a new PC and want to start with the main stuff - mainboard and CPU.
So my question in - what is as of today the CPU with best price/performance ratio?
I have little to no knowledge of OC..
What then is the best MB that comes with this?

Your best bet for price/performance ratio is probably the PassMark website: https://www.cpubenchmark.net/
